There presently exist two categories
by which the process of immigration can be achieved: Skilled worker and Business
Immigrant class.
Close relatives of the persons that immigrate under these
two classes, but who do not belong to the immediate family
nucleus, such as spouse and dependent children, may obtain
a permanent residence visa under the
family class category.
General Prerequisites
In order to be selected as an immigrant worker, you must
possess a background and work experience that will be
compatible with the labor market. There are also other
criteria to consider, such as age, language proficiency
in either French or English and professional background
of spouse, if applicable.
Sedav carries out the evaluation according to the criteria
already mentioned.
Immigration under the Skilled Worker Class
The candidate obtains the questionnaire from Sedav which
must then be completed and sent to our offices. Sedav
will then evaluate it and analyze the possibilities of
each candidate and suggest to him the best way to immigrate
to Canada according to the immigration system: either
through the Federal government of Canada or through The
Provincial government of Quebec.
Sedav does the evaluation taking into consideration the
criteria set forth by both governments. The candidate
is assessed according to the points accumulated and keeping
in mind his best chances to immigrate, either through
the Government of Canada or the province of Quebec.
The residence visa obtained through either system is issued
by the government of Canada.
The candidates that are selected to apply through the
province of Quebec, in order to immigrate to Canada, could
expect to wait 4 to 5 months, after having filed all the
necessary documentation, before they are asked for an
interview with the officer of the General Delegation of
Quebec in their country of residence.
In order to be accepted by the province of Quebec, the
candidate must demonstrate interest, motivation and most
importantly, willingness to learn French, the official
language of the province.
The officer from the Quebec Delegation assesses, on the
day of the interview, the general background of the candidate
as well as his motivation and French proficiency, etc.
Immediately after the interview he grants the Certificate
of selection for Quebec (CSQ)
The next step is to send the file with the Selection
Certificate of Quebec to the Canadian authorities. This
is the procedure for those that apply through the provincial
system.
Within a period of 6 to 8 months the candidate will be
asked to take the medical examination requested by the
Embassy and carried out by one of the registered physicians
authorized by the embassy in his country. As well, the
candidate must request the proof of no criminal record
certificate from the country of residence and from any
other country the candidate has resided in for more than
six months.
The candidate must come to Quebec and create his own
employment using the skills of his profession. He must
have a minimum net worth of CAN$ 100,000, legally acquired,
or legally obtained by his spouse, if applicable. He must
have at least 2 years experience in the field of activity
he wants to carry out in Quebec.
Immigration
of self-employed workers
Once the candidate has decided to apply as a self-employed
person, Sedav will make available to him all the consultant
services.
The candidate will then get from Sedav a list of the
documentation to be submitted to the Canadian authorities.
Once the candidate has all the necessary documentation,
he must submit it to the offices of Sedav, along with
the corresponding fee payments.
Our company will organize the candidate's application
file and will send it to the General Delegation of Quebec
in Mexico, which is the authority responsible for all
Latin American countries.
Within a period of 3 to 4 months the candidate will have
an interview with an official of the General Delegation
of Quebec at which time he will be evaluated and granted
the selection certificate of Quebec (CSQ)
After that, the Canadian authorities will ask the candidate
to undergo a medical examination. A list will be provided
of physicians registered with the Embassy and the candidate
may choose the one that is most convenient.
As well, the Embassy will examine his police records as
well as those of his family and he will have to provide
records from countries where he has resided for more than
six months. These documents must be recent and according
to the demands of the Canadian authorities.
In the final step of the process, the Canadian government
will issue the residence visa which will grant the candidate
the right to immigrate and establish himself in Canada.
Once entry to Canada has been completed, you will receive
all the consulting services from Sedav for your establishment
and for the development of your future business.
You will have a period of three (3) years, from the date
of landing in Canada, to organize and setup the business
of your preference, complying with the requisites already
mentioned.
Steps
in the Immigration Process - Self- employed person
Entrepreneur Class
General
Prerequisites
The candidate in this category must meet the following
prerequisites:
Possess a minimum net worth of CAN$ 300.000, legally
obtained by you, or with your legal spouse or with the
person that will accompany you, if it applies.
Have more than 3 years experience in company management
(planning, control and management of human, material and
financial resources). These skills must have been acquired
in a lawful and for-profit company (agricultural, industrial
or commercial);
Submit a business plan whose scope is to acquire a company
in Quebec. You will personally manage such firm and see
to its day to day operations. Besides yourself and your
immediate family, such company will employ at least three
Quebec residents;
Abide by the following conditions for at least a year
in the three year period after obtaining your permanent
residence visa:
Have actual power over a percentage of the assets of
a qualifying Canadian company, equal to or above 33 1/3%;
Run such company in an active and continuous manner.
Create at least one full time work position for Canadian
citizens or permanent residents, besides yourself and
members of your family.
Immigration
in the Entrepreneur class
As soon as the candidate decides to proceed with the
application under the entrepreneur category, Sedav will
make available to him all its consulting services.
The candidate will receive from Sedav a list of all the
supporting documentation needed for the Canadian authorities.
These documents must be collected and brought to the offices
of Sedav along with the corresponding fees to be paid.
Our company will organize and prepare the candidate's
file and will send it to the General Delegation of Quebec
in Mexico, which is the authority responsible for Latin
America countries.
Within a few months, the candidate must be ready to do
an exploration trip, organized by Sedav, with the purpose
of evaluating the prospects of the business market, foster
contacts with professionals with expertise in taxes and
legal, financial and accounting matters and establish
business contacts for his future business. As well, he
will have the interview with the officer of the General
Delegation of Quebec where he will be assessed and be
issued a selection certificate of Quebec (CSQ)

Within a period of approximately 3 to 4 months, The Canadian
government will issue the request to undergo a medical
examination; they will send along a list of physicians
registered with the Canadian Embassy and you may choose
the one of your convenience.
The Embassy will check your police records and those of
your family and you will be required to submit police
records from counties you have lived in six months and
more. These must be recent and performed only after request
by the embassy.
As a final step, the Canadian government will issue the
permanent residence visa which will allow you to immigrate
and settle in Canada.
After arrival to Canada, Sedav will offer consulting
and the necessary help for the establishment of your future
business.
You will have three years from the date of your entry
to setup and develop the business of your choice in compliance
with the requirements already mentioned.
Steps
in the Immigration Process - Entrepreneur Class
Investor Category
General
Prerequisites
Possess a net worth of at least $CAN 800.000, accumulated
through legal business activity;
Have at least three years experience in management (planning,
management of human, material and financial resources)
acquired in a for-profit and legal company (agricultural,
industrial or commercial) in a government or international
organization;
Agree to invest a minimum of $CAN 400.000 for 5 years,
in the National Bank of Finance, and sign an agreement.
This amount will be deposited in Investissement-Québec
(accredited financial institution) or in one of its branches
to help finance aid programs for small and medium sized
companies (PYME) of Quebec.
Note: the evaluation of your
application will take into account many other factors.
As an investor there is no compulsion to create or acquire
a company.
Immigration
in the investor category
Sedav proceeds with the immigration process in the investor
class through the province of Québec with the goal
of receiving the permanent residence visa issued by the
Government of Canada.
The investor must have a minimum net worth of $CAN 800.000
and invest $CAN 400,000 in a title with a fixed 5 year
term. This amount is invested in a certificate with fixed
terms with government guarantee, without interest.
The interest generated by this investment helps the government
subsidize advanced small and medium-sized companies. As
an immigrant you will have the satisfaction of knowing
that your investment will go toward helping companies
in Quebec, in their development and job creation.
If you wish to apply as an investor, you must sign a
contract with Sedav and an agreement with the National
Bank of Finance. These documents will then be sent along
with the immigration application file that is sent to
the provincial authorities of Quebec.
Before being invested as a long term certificate, your
funds will be placed in short term titles which are very
secure and liquid. Earnings are tax exempt for people
not residing in the country.
In the event that the Canadian immigration authorities
turn down the visa application, both Sedav and the National
Bank of Finance will refund the totality of the investment
(100%) and all the fees paid.
From the time Sedav sends the documentation to the Government
of Quebec, the candidate must wait approximately 3 to
4 months before he will have the interview with the Quebec
immigration authorities official who will issue the selection
certificate of Quebec (CSQ) at which time the funds will
be transferred to the National Bank of Finance.
Sedav will then act on your behalf in front of the Canadian
Government authorities where you will be asked to undergo
a medical examination and present proof of no criminal
record; this will be followed by the issuing of the residence
visa.

in the Immigration Process - Investor Class
Financing
Option
Option 1 The sum required for the investor program is
$CAN 400,000.00
The candidate must make a bank transfer for the sum
of CAN$ 400,000.00, (four hundred thousand dollars)
which will be deposited without any interest for five
years.
At the end of five years the candidate will receive
back the totality of the amount deposited in the financial
institution- CAN$ 400,000.00.

Option 2 The candidate applies for a loan in the amount
equal to the sum required to qualify for the investor
program for $CAN 400,000.00 (four hundred thousand Canadian
dollars) by making an initial deposit of CAN$ 120,000.00
(one hundred and twenty thousand Canadian dollars) which
represents the amount of interest accumulated in 5 years,
this sum must be paid at the time of applying for the
immigration process, this being the cost for the immigrant
investor category.
